False and Deceptive TV Ad Blitz Against Parents’ Right to Know and Child Protection / Prop 85.
Planned Parenthood, ACLU, California Teachers Association (CTA), and Alternative Energy / Prop 87 buy $3.1 million air-time for “Bubble” TV ad campaign to confuse and deceive voters.
Planned Parenthood’s “Bubble” TV ad now being broadcast in California includes explicit lies as well as implicit and deliberate misrepresentations intended to confuse and deceive California voters into voting NO on Proposition 85, the PARENTS’ RIGHT TO KNOW AND CHILD PROTECTION INITIATIVE.
Airtime buys by Planned Parenthood, the ACLU, the California Teachers Association (CTA), and Alternative Energy Prop 87 to broadcast the false and deceptive “Bubble” ad exceed $3.1 million.

In the ad, an unseen man in a whispery, confidential voice claims that “Prop 85 would force girls to notify an abusive or violent parent that they are pregnant and this puts them in real danger.”
The truth is, Prop 85 requires, with several exceptions and waivers provided, that a doctor, at least 48 hours before performing the abortion, notify one parent or guardian of an unemancipated child, that their daughter intends to obtain an abortion. The initiative, in fact, does not require any communication between the girl and even one parent.
Furthermore, the Planned Parenthood ad’s unequivocal statement that “Prop 85 would force girls to notify an abusive or violent parent . . .” is simply false since Prop 85 provides for several alternatives, exceptions, and waivers which allow a minor girl to obtain an abortion without even one parent being notified.
The truth is, there are six alternatives, exceptions, and waivers: which are explicitly provided for in the text of Prop 85. The text is available in the Official Voter Information Guide: http://www.voterguide.ss.ca.gov/pdf/prop85_text.pdf
1) Notice of even one parent is not required when the attending doctor certifies “that the abortion is necessary due to a medical emergency.” ---paragraph (f) of Prop 85.
2) Parents may waive their right, even long in advance of a possible pregnancy, to be notified of a minor’s intent to obtain an abortion and the 48 hour period before the abortion --- paragraph (e) of Prop 85.
3) A minor may petition a juvenile court judge for a waiver to allow a doctor to perform an abortion without notifying one parent. The judge is bound to grant the petition if the girl is found to be “sufficiently mature and well-informed” --- paragraph (h)(1) of Prop 85.
4) Or, if the judge finds that “notice to a parent or guardian is not in the best interests” of the girl --- paragraph (h)(2) of Prop 85.
5) If the judge does not rule within one day, the girl gets an automatic waiver ---paragraph (i) of Prop 85.
6) Emancipated minors are not subject to the provisions of this initiative. Minors are emancipated if they have ever been married, or are on active military duty, or if they obtain a decree of emancipation --- paragraph (a)(5) of Prop 85.
The “Bubble” ad also falsely misleads the voter to believe that voting NO on Prop 85 would protect girls from the harm they suffer in abusive homes. This is simply untrue!
The truth is, Proposition 85, the Parents’ Right to Know and Child Protection Initiative, would provide an additional kind of support and protection for young girls suffering abuse at home or from anyone – a boyfriend or an older predator -- by requiring that if a waiver of notification is granted based on evidence of abuse, the “court ensure that such evidence is brought to the attention of the appropriate child protective agency” --- paragraph (h)(2) of Prop 85.
Also, Prop 85 provides expedited juvenile court consideration and protection for a girl who is being coerced or pressured to undergo a secret abortion, by anyone: an older boyfriend, a predator, or even a parent --- paragraphs (q) and (r) of Prop 85.
The truth is, that voting YES on Prop 85 can help protect thousands of young girls in California each year from the dangers and harmful consequences of secret abortions performed on young girls. These secret abortions, without the knowledge of a parent or guardian, can often serve to protect an older sexual predator by getting rid of the evidence of his statutory rape of a young girl.

Planned Parenthood’s deliberate deceit and obfuscation of the facts would have the shameful effect of continuing to allow secret abortions, resulting in young girls enduring invasive surgery alone, only to be returned to abusive and exploitative relationships, even with sexual predators, or to abusive homes, without the intervention of child protective authorities!
Several Planned Parenthood agencies which are tax-exempt “charitable” agencies have provided over $6 million to defeat Propositions 73 and 85 and are now spending over $3 million to broadcast their false “Bubble” TV ad in an attempt to confuse and deceive voters into rejecting Proposition 85’s common sense provisions designed to involve parents and to protect young girls.
NOTE: The tax-exempt California Family Health Council, the federal Title X, (family planning), grantee transferred $232,197.23 to the Planned Parenthood campaigns to defeat the Parents’ Right to Know and Child Protection Initiatives, (Propositions 73 and 85), in California.
Pre-election polls showed that about 75% of California voters support parental notification before a minor undergoes an abortion – so the opponents of Prop 85 realized that they will have to deceive voters into voting ‘NO’ on Prop 85, thereby allowing thousands of dangerous secret abortions to be performed on vulnerable young girls in California each year.
Following is a list of airtime buys totaling $2,882,293.65 for the “Bubble” TV ad by Planned Parenthood “Recipient Committee” ID # 1276142 with most of the funds coming from lucrative tax-exempt, taxpayer-funded Planned Parenthood clinics and even from the Federal Title X-financed California Family Health Council. The table shows the TV cable and broadcast TV station call letters, channels, locations, and dollar amounts for the TV airtime buys.
